Comparing the impact of health care reform with the formation of the Federal Reserve Bank to set monetary policy in 1913, former Senate Majority Leader Tom Daschle said, This is the most transformational time our country has experienced in health in its history.
Daschle, who delivered the keynote, also said the upside-down structure of the health care system and its inefficiencies demand changing, and cited the three major plagues in the system now: access to health care, the cost of care and the quality of care.
In his presentation, former CMS Administrator Thomas Scully predicted that if former Mass. Gov. Mitt Romney (R) wins the presidency on Nov. 6, he will push for repeal and replacement of the Affordable Care Act, raise the Medicare eligibility age to 67, end Medicaid expansion and give states much more discretion in how they handle their existing Medicaid enrollees.
During the conferences November Elections Roundtable, Henry Aaron, a senior fellow in economic studies at the left-leaning Brookings Institution, concurred with Scully and elaborated that if Romney ends up winning the presidency and the Republicans take over both houses of Congress, efforts to go after the health reform law will be strengthened and could be accomplished through the budget reconciliation process. Tom Miller, a resident fellow at the conservative American Enterprise Institute, also agreed, saying that with a Republican takeover of Congress and the White House, they can debone and fillet the [Affordable Care Act] and leave some [extra] around for soup.
In the event of an Obama reelection, however, Edmund Haislmaier, senior research fellow in health policy studies at The Heritage Foundation, said, during the November Elections Roundtable, [we] better see implementation on steroids within a week, explaining how the Obama Administration will have to accelerate implementation of reform provisions to meet deadlines.
